Attorney S. Stacy Mogul, a lifelong Philadelphian, is the managing partner of Heiligman & Mogul, P.C. Beginning in 1983, Stacy has limited his law practice to the areas of Estate Probate, Personal Injury, and Estate Planning.

For more than 30 years, Stacy has provided estate probate, estate planning, and related services to many people who are seeking direction and assistance with their probate and estate planning needs. With regard to his Estate Probate practice, Stacy has successfully represented personal representatives, executors, administrators, trustees, and beneficiaries under Wills and intestate succession, in simple and extraordinarily complex Estate Probate matters. He has appeared before the Register of Wills and Orphan’s Courts throughout the Commonwealth of Pennsylvania.  In his Personal Injury practice, Stacy, along with other attorneys in his firm, obtained a number of multi-million dollar jury verdicts and settlements and one of the largest recorded verdicts in the Federal District Court for the District of Delaware. Stacy has served as a mediator at the request of other attorneys who are attempting to resolve their serious and complex personal injury claims . He has been appointed by the Court of Common Pleas of Philadelphia County to serve as an arbitrator in complex personal injury disputes. He routinely serves as an arbitrator for the Philadelphia Court of Common Pleas’ Compulsory Arbitration Program.

Stacy’s in-depth knowledge of both Estate Probate and Personal Injury law allow him to efficiently and skillfully handle the interplay between Personal Injury claims involving Wrongful Death and Survival Actions and the Estate Probate matters.  Stacy regularly performs estate administration services for Personal Representatives in Mass Tort litigation at the request of  national out-of-state law firms who seek an experienced in both Pennsylvania Probate practice and Personal Injury.  Many of his Estate clients live outside of Pennsylvania but require a Pennsylvania Attorney to efficiently administer the Estate of a loved one who died in the Commonwealth.

Education and Background

In 1978, Stacy graduated with high academic honors from Skidmore College in Saratoga Springs, New York. Stacy was awarded a B.A. in Political Science and American Studies. In 1981, Stacy graduated from Widener University’s Delaware School of Law, where he was a member of the Moot Court Honor Society. Stacy was first admitted to the practice of law in the Commonwealth of Pennsylvania in 1981. He was admitted to practice law in the State of Florida in 1983.

Stacy has been admitted to appear before a number of courts, including the Pennsylvania Supreme Court, the Florida Supreme Court, the United States Court of Appeals for the Third Circuit, and the United States Federal District Courts for the Eastern and Middle Districts of Pennsylvania. He has voluntarily transferred to “inactive” status in the Florida Bar Association and now practices in that jurisdiction on a pro hac vice basis.

Stacy’s legal career began with a judicial clerkship to the (late) Honorable Eugene Gelfand in the Court of Common Pleas of Philadelphia County. At the Court’s request, Stacy agreed to a second clerkship for The Honorable Abraham Gaffni, also a (former) Judge in the Court of Common Pleas of Philadelphia County. In 1983, Stacy joined the Law Firm of Martin J. Heiligman, P.C.

Community Involvement and Associations

In an effort to give back to his community, Stacy has provided, and continues to provide, free legal assistance to many who are less fortunate and most in need of his services. His community involvement also includes, among other things, mentoring minority businesses and advising community groups on environmental preservation issues.

Stacy is a current member of the Pennsylvania Bar Association, the Philadelphia Trial Lawyers Association, and the Pennsylvania Trial Lawyers Association.  According to the Martindale Hubbell Legal Directory, the oldest legal rating system in the country, Stacy has been rated by his legal peers as establishing “an exemplary reputation” and as maintaining the highest rating for professional ethics.
